PSE 13.1: Photoshop Elements 13.1 Update Issue

INTRODUCTION & ISSUE

Photoshop Elements 13.1 would not install on Windows 7 or 10 64 bit computers which had installed on them
  • Photoshop Elements 13
Systematic troubleshooting of the issue followed after typical "Update will not install" fixes were explored and failed to resolve the issue.

Photoshop Elements 14.1 Update was considered to be at the core of this specific Photoshop Elements 13.1 Update failure issue based on the following sequential troubleshooting scheme
  • The Photoshop Elements and Premiere Elements programs were deactivated and uninstalled from the computer via Control Panel. Computer was cleaned with ccleaner (regular and registry parts). Anti-virus and firewalls were disabled.
  • Photoshop Elements 13 was installed and updated to 13.1 successfully.
  • Premiere Elements 13 was installed and updated to 13.1 successfully. Photoshop Elements 13.1 was unaffected.
  • Photoshop Elements 14 was installed. Photoshop Elements 13.1 was unaffected.
  • Premiere Elements 14 was installed. Photoshop Elements 13.1 was unaffected.
  • Premiere Elements 14 was updated to 14.1. Photoshop Elements 13.1 was unaffected.
  • Photoshop Elements 14 was updated to 14.1. Photoshop Elements 13.1 was wiped out completely, reverting automatically to 13 in Help Menu/About Adobe Photoshop Elements and in Control Panel Installed Programs.
SOLUTION

Based on the above, if Photoshop Elements 13 and 14 are on the same computer, do not update Photoshop Elements 14 to 14.1 if Photoshop Elements 13.1 is wanted. But.....

Why would you want Photoshop Elements 13.1 if Photoshop Elements 14.1 was available?
  • Both Photoshop Elements 13.1 and 14.1 appear to have the High Density Displays/UI Scale Factor in its Editor's Edit Menu/Preferences/Display & Cursors

Based on gains and losses consideration of Photoshop Elements 13.1 and Photoshop Elements 14 versus Photoshop Elements 13 and Photoshop Elements 14.1, the later seems to be preferred.

COMMENTARY

The ATR Premiere Elements Troubleshooting Blog is focused on Premiere Elements. However, this Photoshop Elements issue got written up here since it was an interesting finding that surfaced in factoring out Premiere Elements in this issue.


At this time, we do not have any information as to why the Photoshop Elements 14.1 Update is affecting Photoshop Elements 13.1 Update as it is presenting here. And, there are no expectations that Adobe will adjust the Photoshop Elements 14.1 Update to accommodate the Adobe Photoshop Elements 13.1 Update under the circumstances.

We will be watching for online reports as to whether or not you found the same if you are in this specific situation.
